Deputy Prime Minister Tran Hong Ha has just signed Decision No. 216/QD-TTg decentralizing and assigning managing agencies to invest in road projects according to Resolution No. 106/2023/QH15 of the National Assembly to pilot a number of special policies. investment in road construction.

Resolution No. 106/2023/QH15 takes effect from November 28, 2023 and will be implemented until June 30, 2025.

The decision clearly states that the People’s Committees of the provinces: Binh Phuoc, Son La, Ninh Binh, Hau Giang, Can Tho, Khanh Hoa will be the governing body and can use local budgets and legal capital. Other investment in national highway and expressway projects for projects in Appendix II of Resolution No. 106/2023/QH15 dated November 28, 2023 of the National Assembly.

According to the issued decision, the People’s Committee of Binh Phuoc province is the managing agency for two projects: Upgrading and expanding National Highway 14 section Dong Xoai – Chon Thanh and the Ho Chi Minh City – Thu Dau Mot – Chon expressway project. The city passes through Binh Phuoc province.

Along with that, the People’s Committee of Son La province is the managing agency of the investment project to build the Hoa Binh – Moc Chau expressway, the section in Son La province.

The People’s Committee of Ninh Binh province is the managing agency of the investment project to build the Ninh Binh – Hai Phong expressway, the section passing through Ninh Binh province.

Hau Giang Provincial People’s Committee is the managing agency of the project to upgrade and expand the route connecting Can Tho – Hau Giang (National Highway 61C).

City People’s Committee. Can Tho is the managing agency of the project to develop a transport network in the Mekong Delta region to adapt to climate change in the city. In addition, in this decision, the Government leaders also assigned 13 provinces and cities to play the role of managing agency for 14 other transportation projects, using local budgets to support other localities in implementing activities. public investment in projects.

Specifically, Lai Chau Provincial People’s Committee is the managing agency of the road tunnel project through Hoang Lien Pass connecting Sa Pa town, Lao Cai province with Tam Duong district, Lai Chau province.

The People’s Committee of Bac Kan province is the managing agency of the project to build a road from Bac Kan city – Ba Be Lake connecting to Na Hang, Tuyen Quang.

The People’s Committee of Bac Ninh province is the managing agency of the investment project to build the Kenh Vang bridge and the path at both ends of the bridge, connecting the two provinces of Bac Ninh and Hai Duong.

The People’s Committee of Da Nang City is the managing agency of the Quang Da bridge project and the road leading to the bridge.

The People’s Committee of Tien Giang province is the managing agency for two projects: Upgrading and expanding provincial road 879B from Go Cat bridge to Long An border and constructing Cao Lanh – An Huu expressway phase 1 (component project). 2).

The People’s Committee of Ninh Thuan province was assigned to be the managing agency of the road project connecting Tan Son town, Ninh Son district, Ninh Thuan province to Ta Nang intersection, Duc Trong district, Lam Dong province.

The People’s Committee of Vinh Long province is the managing agency of the Dinh Khao bridge construction investment project connecting Vinh Long and Ben Tre provinces in the form of PPP.

The People’s Committee of Hau Giang province is the managing agency of the project to upgrade and expand the route connecting Can Tho – Hau Giang (national highway 61C).

Hoa Binh Provincial People’s Committee is the managing agency of the Hoa Lac – Hoa Binh Expressway expansion investment project.

Ben Tre Provincial People’s Committee is the managing agency of the Cua Dai bridge construction project on the coastal road connecting Ben Tre province with Tien Giang province.

The People’s Committee of Tra Vinh province is the managing agency of the Co Chien 2 bridge construction project, connecting Ben Tre province with Tra Vinh province.

With the project to upgrade and expand the route connecting Can Tho – Hau Giang (National Highway 61C) with the People’s Committee of Hau Giang province as the managing agency, it can both use local budget and other legal capital for investment, and is also eligible for approval. Use this local budget to support other localities in implementing public investment activities.

According to the provisions of the State Budget Law, the investment and upgrading of national highways and expressways are the expenditure tasks of the central budget and are managed and allocated capital by the Ministry of Transport; Localities are not allowed to be the governing agency and use local budget to invest in national highways and expressways that are part of the central budget’s spending tasks. Furthermore, this locality’s budget is not used to invest in projects in other localities.

Therefore, a number of specific mechanisms and policies have been promulgated above, notably assigning the locality to be the managing agency for investment, upgrading national highways and expressways in the area and using this local budget. Other local support is expected to resolve concerns about transport infrastructure.
