Customs authorities zoned many “hot” areas for smuggling, increasing revenue by over 470 billion VND

Information about the work situation in November 2023 on December 6, the General Department of Customs said that the total import and export value of the whole country in November 2023 is estimated at 60.88 billion USD, down 1.4%, equivalent to corresponding decrease of 891 million USD compared to the previous month.

Of which, imports in November are estimated at 29.80 billion USD, up 1%, equivalent to an increase of 891 million USD compared to the previous month. Exports in November were estimated at 31.08 billion USD, down 3.6%, equivalent to a decrease of 1.17 billion USD. Thus, the trade balance in November still maintained a trade surplus.

“In the first 11 months of 2023, total import and export is estimated to reach 619.17 billion USD, down 8.3%, equivalent to a decrease of 55.75 billion USD compared to the same period in 2022. Trade balance in 11 months of 2023 leaning towards a trade surplus of 25.82 billion USD”.

Of which, imports in the first 11 months of 2023 are estimated to reach 296.67 billion USD, down 10.7%, equivalent to a decrease of 35.63 billion USD compared to the same period in 2022.

Exports in the first 11 months of 2023 are estimated to reach 322.5 billion USD, down 5.9%, equivalent to a decrease of 20.12 billion USD over the same period. With the recovery in recent months, the export decline continues to narrow quite a bit compared to the 12% decline in the first half of 2023.

Thus, the trade balance in the 11 months of 2023 tilts towards a trade surplus of 25.82 billion USD.

Due to the decline in export and import turnover of taxable goods, state budget revenue from import and export activities from November 1, 2023 to November 30, 2023 reached 32,699 billion VND. Accumulated from January 1 to November 30, 2023, state budget revenue managed by the customs industry reached 335,116 billion VND, equal to 78.9% of the estimate, down 16.8% compared to the same period in 2022.

Regarding anti-smuggling and trade fraud, the General Department of Customs stated that the situation continues to be complicated.

As an advisory and assisting agency for the standing agency of the National Steering Committee 389 and the Steering Committee 389 of the Ministry of Finance, the General Department of Customs proactively issues directive and warning documents to customs departments. Provincial and city authorities provide guidance on anti-smuggling and trade fraud, such as warnings about illegal trading and transportation of firecrackers…

At the same time, develop and submit to the Ministry of Finance a draft plan to combat smuggling and trade fraud in the period before, during and after the Lunar New Year Giap Thin.

Regarding smuggling and trade fraud cases, the General Department of Customs clearly points out “hot spots” in each area. Specifically, in the Northern provinces, Cao Bang province suffers from illegal transportation of cigarettes, Quang Ninh suffers from illegal transportation of drugs, minerals, cosmetics…; Ha Giang illegally transports firecrackers and food; Hanoi with illegal transportation of wild animals.

In the Central provinces, Nghe An focuses on many cases of illegal transportation of firecrackers, Quang Tri illegally transports alcohol, cigarettes, drugs, consumer goods…

In the southern provinces, City. Ho Chi Minh is an area that has emerged with many cases of illegal drug transportation, Ba Ria – Vung Tau (D/O oil), Binh Phuoc (cigarettes)…

The results of arrests and handling of violations show that cumulatively from 11 months of 2023 to November 15, 2023, the entire customs sector detected, arrested and handled 14,589 cases of customs law violations. The value of infringing goods is estimated at 11,521 billion VND. The customs office prosecuted 35 cases and referred other agencies to propose prosecuting 166 cases. The amount collected and paid to the state budget is 474,258 billion VND.

In addition, the General Department of Customs also directed units to report summarizing the implementation of Mekong Dragon Campaign V and successfully organize a conference to summarize Mekong Dragon Campaign phase 5. Mekong Dragon phase 5 will be deployed from April 15, 2023 to November 16, 2023 with the participation of 25 customs agencies, law enforcement agencies and international organizations. The total number of arrests reported by member states in phase 5 was 1,715, an increase of 111% compared to phase 4.

Also according to the General Department of Customs, the cumulative results of the fight against drugs in the first 11 months of 2023, the customs sector presides and coordinates with police forces and border guards to detect and arrest 243 cases/277 subjects, of which the customs authority presides over 99 cases.

Evidence recovered was about 2.8 tons of various drugs including: 3.1kg of opium; 105.8kg of marijuana; 106.1kg of heroin; 330.9kg of cocaine; 1,537kg and 14,552 ketamine tablets; 688 kg and 3,224 pills of synthetic drugs; 10.1 kg and 1,155 other drug pills; 96.36 grams of American grass and 300 bags of fun water.
